HELP! DVLA fine for un-taxed vehicle

You can be fined every time your car is reported as not taxed.
SO , if you were using the car it could have been picked up by a camera and reported back to DVLA.0 -

The fines are not duplicates, unfortunately.
£80 - failure to renew tax or declare SORN on time.
£164 - driving an untaxed vehicle on the road.
They are two completely separate offences. Had the OP not been driving around in the untaxed car, she would have still had the £80 fine for failure to renew, but wouldn't have incurred the £164, IYSWIM.
Sorry OP, but all the fines you've had are 'normal' and there are well-published warnings for all on their site. I'm not being snippy, btw, just saying how it is. For what it's worth, I did exactly the same thing earlier this year!
