    To be a minibus, it needs to have more than 8, not more than 16 passenger seats + driver.

    Reg.3, The Motor Vehicles (Construction and Use) Regulations 1986.

    People don't seem to understand what "more than" means. If my car has 4 seats it doesn't have 5 seats, it also doesnt have more than 4 seats.

    EDIT - just seen last page and reply from OP. Good result now sorted
