fees for change of vehicle on insurance

why is there such a huge difference in the fees to change your vehicle with insurance brokers/companies, i just forked out £40+ to change from one volvo estate to another same model and year, and had another £45 added to the cost of insuring the car? total£85
plus i had to phone to do this although it says you can do online with
'helpful' advisors only one minor problem after filling in all information UNFORTUNATELY CHAT IS NOT AVAILABLE!
i chose this company because they were reasonable and i was not expecting to change vehicles, after adding on £85 not quite so reasonable.
seems a lot of money for an online service,
