Problem solving - Scottish keeper, English parking charge notice

**Any help much appreciated! ****

A PCN is received on June 15th by Paul.

It was issued by PREMIER PARK LTD for an 'offence' committed on April 15th.

Paul lives in Scotland, and sold the car to Charlie on March 15th, but they hadn't registered Charlie as the new keeper until May 15th.

Charlie was driving on April 15th and has no grounds to appeal the PCN.

Paul and Charlie are friends, should Paul
A) Provide Charlie's details to PREMIER as he was the driver on April 15th
OR
B) Ignore the letter, its not enforceable because Paul lives in Scotland, he doesn't have to give up Charlie
OR
C) Use the template to write to PREMIER to tell them that he is not obligated to give the name of the driver to PREMIER and request no further contact

    Although not yet the registered keeper at time of 'offence' Charlie lives in England.

    As far as PP are concerned, they will be asking Paul in Scotland for the name of the driver. Paul can either name Charlie or invite PP to issue a claim against himself as Keeper as he "will not be naming the driver".

    Paul can also tell PP that he was not driving as he was in Scotland and has proof which he should send to PP.

    PP can then decide to try a claim in the Scots courts - unlikely or continue to write to Paul asking for the name of the driver.

    If Paul does have evidence he could not have been driving, and has told PP, and if PP continue to contact him, Paul may have a claim against PP for damages from continuing to process his personal details. This may mean that PP would have to travel to Scotland to defend.
