    I expect 2 most likely outcomes are no, or yes but rent increase on renewal.

    The thing with flooring is that carpets wear much more so its not just the installation costs but also the maintenance costs.

    If the landlord does not want to communicate directly with you and it costs a lot of money to buy new rugs, maybe think about spending a little extra on heating; thus, you will feel warmer when the weather is still cold and also won't risk to get into and conflict with them.

    Another option is to think about a cheaper alternative to rugs that will do the job.
