IIRC this would only be the case if the 16 yr old was receiving higher rate disability benefits.
As to the OP's question you need to be 21 and have held a licence for 2 years before you can get the provisional D1 added to it.0 -

Even more ridiculous is that you can do your PCV and drive a double decker bus on stage carriage work at 18. But to drive the same vehicle under EU rules (private hire) you have to be 24 or avbove.

Not for much longer, hehe. Don't get me wrong, I voted to remain...for various reasons. But some of the EU laws that are foisted upon us are ridiculous in the extreme. I like the French model - "We'll agree to the laws we like, we'll ignore those we don't like". :rotfl:0
