    The roadworks have been there for at least over a year...and they are not likely to finish in a hurry. I already have a headache, brain-ache, neck-ache. The templates are fantastic, but it took me a while to understand it all. Will add more about bylaws if you think it will help. Thank you so much for all your advice :-)

    Looks like you have nailed it! The only changes I suggest:

    Remove point #10 completely as it is about 'loss' (no chance with that argument) and about the UTCCRs (that statute was repealed in 2015). You need to remove that point and move the other numbers up.

    Change 'offense' (which is a US spelling anyway) to contravention:
    the "Pick Up Zone" around the time of the alleged contravention [STRIKE]offense[/STRIKE]
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I can tell you what will happen next

    you will be told that APCOA do not wish to contest the appeal or proceed with the matter and so it will be closed

    they dont like seeing forum aided appeals , especially when they are fully aware that bylaws apply, so they will move onto easier targets that dont fight back
