The cheapest I've found for a landline package with anytime UK landline + mobile has been around £20/month. Can you name a supplier which shows an offer as you suggest for around £8/month?

The £20 per month is obviously line rental (around £12 per month) plus call package (around £8 per month).

As said above, the £8 figure used is just for the calls package not the entire thing.

Not quite free, and a little technical, but you could use a VOIP app like Zoiper and sign up with Sipgate basic, landline calls are 1p a minute and mobile calls 10p a minute.
