Legal or not would you like quick access for an ambulance when you take ill?

It's like near me, a street of old folk bungalows and the residents don't like people driving up their street as a quick route to a local shop. So they park their cars either side of the road very close with little gap to get through. Let's just hope they don't require an ambulance or fire service in a hurry. :)

If the sign is small it's unlikely to need planning permission. Road markings on private property have no legal significance at all.
