Felting a roof

Hi, I'm going to have a go at re-felting a flat outhouse roof. The felt looks worn in places although it's not leaking yet. It's also currently covered in stones (for protection I guess).
Two questions:
Can I re-felt over the top of the existing felt?
Do I need to use stones over the top or can you get better quality felt that doesn't need stones?

I would remove all the old felt (including stones) and that way you can see the condition of the timber supporting the felt. I did a "quick" re-felting job for a neighbour and by the time I had replaced all the rotten sub-structure it was well past tea-time!0

Look into rubber roofing or fibreglass.Tall, dark & handsome. Well two out of three ain't bad.0

The new rubber stuff is the way to go, no need for stones, can be sealed with a special type of black silicone based sealant.
The stones on a felt roof are there to protect from the sun, to stop it drying out and cracking (black materials get stupidly hot under direct sunlight)“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”
