Fined for parking in disabled bay with a blue badge

Hello I'm very new to this so hopefully I'm writing in the right place. End of April I parked in a car park at wilkos in chortling Manchester parked in a disabled bay displayed blue badge and went in with my son(it's him who has blue badge he is 6) came back after 57 minutes security guard waved and off we went yesterday I received a PCN from excel parking telling me I now owe them £100 because I parked without paying its been 7 weeks no ticket in my car and no other letters from them at all, I went back to car park today only sign I could see was covered in trees but did say disabled badge holders must pay bit confused what to foamy advice I don't have £100 :mad::mad:

    As above, the NEWBIES thread has all the information you need on how to make a two stage appeal, the first appeal being the BPA template in blue you will find in the NEWBIES thread. Copy and paste and send, then read up on PoPLA, the second stage appeal.

    The blue badge scheme does not apply on private land as explained in the booklet that comes with the badge, and there should never be any assumption that parking is free on private land for motorists with disabled occupants.

  • Funny enough I never was given the blue badge book massive mix up with the local office was a pain and causes me to not know only had blue badge for a few weeks and was actually the parking attendant who said you can park their as long as you display the badge

    If you stick around this forum you will quickly discover that private parking companies and their employees tell lies.

    As I said previously, it is important to be aware that the blue badge scheme only applies on public roads and local authority/council car parks. It does not apply on private land no matter what lies you may see on private car park signage or private parking companies may tell you. Motorists should never assume parking is free on private land.
    A blue badge is not the only indicator of a disability.

    This does not change the advice already given on how to beat these scammers. One of your PoPLA appeal points will be inadequate signage. If you can, you should obtain date stamped photos of the signage and car park entrance in readiness.

    I received a PCN from excel parking telling me I now owe them £100 because I parked without paying
    Excel are IPC operators, so you will need to use the IPC template from the NEWBIES FAQ sticky, post #1, not the BPA template.

    There's no POPLA available for IPC operators. The IPC alternative 2nd stage appeal provider - the IAS - is not worth bothering with (read post #3 in the above sticky).

    You can, but you have to pay the fee. They are trying to overcharge you, how much do your local council charge for bilking?

    There are lots of ways you can beat this, but you will have to put in some hours work. It is not rocket science, but it is not painting by numbers either.
    You never know how far you can go until you go too far.

    you can download a pdf copy of the BB booklet from the gov website

    in any case, it wont help with this pcn so follow the IPC advice in the NEWBIES sticky thread

    the car park at CHORLTON !!! HARDY is a pay and display car park just like the PEEL CENTRE in STOCKPORT and is operated by the same IPC company called Excel

    do not expect a cancellation , but the KEEPER must still appeal it

    do not reveal who was driving

    once you go off the public roads you wont find many places that offer free parking for BB holders, so always assume the worst and check what the signage says or you will receive more of these charges in the future
