How come my Lenovo laptop has a fan but my Chromebook doesn't?

As other have said, it comes down to power consumption and generally the more powerful the processor is, the more power it requires and more cooling is required.
Although Intel's Core-m series of processors receive a lot of criticism for their lack of performance, I'm a fan of them as they can normally run completely passively (my two Core-m machines have no active cooling) but offer more performance than the Atom series. The next processor range up is the ULV series but they normally need a fan and due to them being used with not much space for cooling, they can be noisy.
