This is the likely scenario. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

This has also been posted to pepipoo, and some key questions remain un answered both here and there.
1: Was this a parking charge notice for a perceived overstay in the car park, as mentioned previously in post #11Possibly a case of sneaking out through the service road in the evening, then returning in the morning. The ANPR system will think the car was in the service station all night.
2: Or was this a parking charge notice( or other) issued solely for going up/using a side access road?
If 2, then what exactly does the paperwork from parking eye say?
Also PE can only access the DVLA for parking events, not moving traffic events which means there could be a potential Data protection act breach issue at play.
However before anyone gets carried away, the OP, Micky007 needs to answer the questions above.
either which way, if the vehicle wasn't parked then there is no charge to pay. From the Plain Language Commission:

Exactly, years ago I used to service equipment at a hotel on the m1 they used to give you the barrier code when they phoned in to our service dept.
The code changed monthly I believe.
As for the theory of anpr logging the time on site they can't use two entrances with two anpr systems working independently it's not on!
Oh wait it's a ppc they make up their own rules.
But until the op shows what the ntk actually states all this is pointless.0 -
Unless the T&C signs cover marked route signage, I struggle to see how it can be enforced on a site generally accessible to the public and to which the public are actually invited to access. There is, at worst, momentary trespass on an access road (and that would be a land owner issue)0

the Chorley "facebook" page has just had a massive hit with people complaining in the last week or 2 , reading thru it , it seems that PE have indeed fitted a camera on that side road and are chancing there arm by issuing tickets for "no entry-private road"Save a Rachael

The correct term for these roads is Rear Entry, Some possibly pertinent info here:

Really? Everything you've linked suggests it is Rear Access.0
