I think the 3 month time limit for querying wages is as national debt line say...their policy...but I would chance that the policy is in place because you have 3 months to lodge a tribunal claim for unlawful deduction of wages, so if the cheque isn't honoured at the bank you have no legal recourse to pursue the agency for the unpaid wages.
They have you a cheque, you failed to cash it - basically, from their POV it would be a matter of goodwill for them to reissue a cheque...agencies arent exactly known for their goodwill0 -
