How does second chance offer work on ebay

If you was bidding on a item and you didn't win it then 3 days later you get a second chance offer can the original buyer still pay for the item once you have paid even if it was the only item they had to sell. The reason why I ask is because I haven't received a item after 2 weeks and I think this may have happened.

A second chance offer is meant to be for instances where either the seller has 2 identical items, or the original seller doesn't pay. The seller, to protect themselves, shouldn't be offering a second chance offer until the original sale has been cancelled. If a seller is daft enough to offer a SCO without first cancelling the original sale then yes the first buyer can still pay and seller has an issue!

I have a INR dispute open and the seller haven't replied so maybe the original buyer has paid for the item and now the seller don't know what to do.0

If your seller hasn't replied, on day 8 you can escalate it. Without online delivery the seller will be forced by Ebay to refund.0
