House is SSTC but there is an issue

Having spoken to the builders of the development there initial response was that they were happy for the Housing Association to push through a deed of variation as they were the original owners of 100% of the property. I then spoke to the HA who said they wouldn’t do it without the builders/managing agents sending an e-mail to confirm it. My Solicitor has also followed this up and spoken to the builders and has found a contact in the legal department for which he’s awaiting a call back from. The HA are still refusing to do vary the under lease without the builders changing the head lease.
I feel like I am spinning around in a circle and going no further. Is there any other advice anyone could offer me? I would have thought that the HA who still own a 50% stake in ownership of this property would have a vested interest in getting this resolved?0
