Royal Mail penalty fee

Not sure where to post this. Today received a letter with a label that I have to pay £2 as there was no stamp on the letter. Shall I just ignore the fees as I thought I should have received a card informing to collect letter and pay fees. The letter was marked confidential and to addressed only may be that's why it was delivered. Thanks
