Boss taking out issues on me

Hi all, Today I got news from my boss I’m getting 78% of the quarterly bonus. -12% due to the whole group not making target- fair enough. -10% because my boss doesn’t like the work of one of my staff members. You are a manager and it would appear that your team, the one you manage and are responsible for is underperforming. And you expect to recive the full bonus? I assume that this is your first steps into management as you have failed to realise that you are only as good as your team and at the moment they are not up to scratch ergo you are not up to scratch.
