TNC - Parking Charge Notice

My partner received a PCN in the post about 2 weeks ago from TNC for parking at a Leisure Centre without a ticket. The letter says he has 28 days to respond.
Could you please advise me on how to handle this.

The letter says "all appeals be made in writing to P4Parking (UK) Ltd within 28 days from the date of this letter".0

p4 are not know to do court http://www.bmpa.eu/companydata/P4_Parking_UK.html
p4 are a member of the BPA , so read this , and send the BPA appeal into P4Save a Rachael

ok , lets pin this down , TNC have issued a NTK , and are trying to act like they are applying POFa , in order to hold the keeper liable
please can you now tell us the date the letter was RECIEVED , plus any post marks or dates on letter ,
any hint that it was recieved after may 14th, which was a sunday ,Save a Rachael

The letter is dated 16th May0

so if the incident happened on the 18th March 2017. and they are only allowed 56 days (starting the day after) in order to issue a NTK and use the protction of POFa201 , they have failed
as the letter is DATED tue 16th may , and would be deemed to be delivered in 2 working days , (thus 18th may) they have (as always) cocked this up
when you are appealing , do NOT repeat NOT say who was driving , its now up to them to chase the driver , not the keeperSave a Rachael

I should also add , no ticket on car = ANPR type ticket , to be recieved within 14 days , they realy are looser TNCSave a Rachael
