Is the BC Regularisation fee a standalone charge?

In its infinite wisdom, Mansfield District Council thinks it's so obvious that no explanation is necessary. At first glance at their chart, I thought this was a fee everyone pays to get the certificate. At the foot though, they do explain that this fee applies to works found to have been carried out without BC approval. What they don't explain is, is it in addition to the other charges in the row or instead of them?

It will be instead of. It would be hard or impossible to use any of the usual routes.
It's also more expensive, which looks like a bit of a punishment.

By having work done without seeking BC approval, you save £100 in the first example, £228 in the second and £330 in the third. I know you can be prosecuted, but in practice they invariably only serve an enforcement notice and even then, only after informal enforcement has failed.0 -

Either you do a Plans submission, which requires inspection on site (£133.20 for work under 1k, £293.04 for work up to 5k or £439.56)
OR you do a buildings notice which attracts exactly the same fees for each level.

I dont think you understand the charges
you pay 1 of
a) plan + inspection charge
b) building notice charge
c) regularization charge
a=b in cost
c= a*1.25=b*1.250
