Account switching - direct debits

Just a quick one on direct debits, most accounts that offer a switching bonus require 2 direct debits at least to be switched.
Does anyone know if monthly car tax can be one of them?
Or can it be a payment that never left the previous account? As in my phone bill goes out tomorrow from account A. I opened a dummy account B to switch to account C which is the one offering the bonus. If I move the DD from A to B then switch service from B to C will it still count even though a payment never left account B?

As ever, check the Ts & Cs of the deal you're looking at - it's usually recommended on here to allow DDs to be drawn at least once from accounts being switched but this is typically just to be on the safe side rather than this being something explicitly required by the bank concerned. Given the lead time involved in opening a new account and (separately) scheduling a switch anyway, is there any reason not to delay the switch from B to C to take place in just over a month's time after both DDs will have been taken from B?0
