Returns and refunds on line

I am trying to return a dress to a website I have not previously used, apparently a UK company. They are telling me they do not make refunds only exchanges or on line credit - this information being available on their Terms and Conditions page, not at the point of sale.. I have referred them to the Consumer Contracts Regulations by which I have the legal right to cancel my order up to 14 days after delivery and receive a refund and am awaiting a response. What can I do if they refuse to make a refund? Is there an overseeing authority I can report them to? All correspondence is by email - there is no telephone number on the website!

Why do you want to return the dress e.g. change of mind, dress is not as described or as shown on the website, dress is faulty etc?
Also how did you pay e.g. debit/credit card, bank transfer, cheque etc?0 -
It will be a Chinese based business but unless you tell is the name then we have no way of knowing what rights you have.0

It's from reneesmee.co.uk and they appear to be based in Barnsley but when I was researching them on line there was something that suggested they might be Russian - i.e. Russian cyrillic alphabet but I couldn't understand what it said!
I am returning the dress because it did not fit properly. Really appreciate any advice as they have confirmed they will not provide a refund!!0 -

And as above even if they are .co.uk that doesn't necessarily make them based in UK - and therefore may not be bound by UK law (meaning the Consumer Contract Regulations don't apply)
How did you pay? this is potentially your best route to recourse .....0
