car/van rental insurance

Hello all

Just wondered if someone can answer a question for me otr point me in the right direction.

I tried to hire a vehicle at the weekend but a ban on my license that started from feb 2002 seemed to provide a sticking point.

A friend of mine workin in insurance has told me that...and I quote him

legally insurers are only allowed to impose terms (premium loads) up to five years after the conviction date. It's called the rehabilitation act

But the hire company told me its from the date you get your license back....can anyone point me in the cirrect direction to lcoate a document on the web somewhere that states this in plain english...
