APCOA -Hospital fine

I have read quite a lot of the posts on these fines and it can be confusing sometimes but I think you are all doing a great job
I guess I am just making sure I'm still on the right track with the Notice I received.
This was issued at a hospital parking by APCOA ( in Scotland) and a few months later I received the notice for £70- I have ignored this a few times. Then I got the next one from ZZPS for £170 which once again, has been ignored.
I have now received one from QDR Solicitors, surprisingly for £156 now. Which I am about to ignore again. I have not contacted anyone regarding these as from the info I seen on here and from a traffic warden friend that I know, still says that they have no legal standing in Scotland.
I guess I am just making sure I'm still on the right track with the Notice I received.

In Scotland and NI you ignore. In England and Wales you don't ignore.
As long as the scammers don't know the identity of the driver in Scotland, they are stuffed. They will lie, and bully, and threaten, but don't be disheartened, they do that all over the UK so Scottish residents are not being singled out by them.
Keep all your paperwork for five years just in case there is an invasion of flying pigs and the scammers try a court case against a keeper. The 'legal standing' that doesn't apply in Scotland is the Protection of Freedoms Act 2012, where the vehicle's keeper can be held liable for the (parking) actions of the driver. So provided the driver isn't identified in Scotland the parking company (and debt collectors) are chasing shadows.
Read the following thread (which relates to a Northern Ireland case, where, like Scotland, PoFA doesn't apply). Seems that Wright Hassall are using their subsidiary QDR to chase non-PoFA cases.

I wonder what part they do not understand "compliant with all regulatory guidance"
Sounds like they don't understand they can only take the driver
to court in Scotland.

What is annoying about it all, is that this company has restricted the disabled parking spots at this hospital and those that can't walk as far to gain access to the hospital are struggling to park.
I will check later to see who its to be paid to lol and No I haven't paid anything to them

There is no debt until a court says otherwise and asks you to pay,
or they may dismiss the case as rubbish, as they are doing more and more.
ZZPS, Zenith and DRP and simply leeches who attach themselves to scammers to try and suck more blood out.
The legals who attached themselves to the scammers are the next bunch of blood suckers

That's not just annoying, if this has affected you/your family then you can argue that it's discriminatory. You need to write a seriously angry complaint letter to the CEO of the NHS Trust, about the reduction in disabled bays (if it affects you/your family) and/or the harassment caused by their out of control agent.
Don't say who parked the car, when writing the complaint. Just 'we' or 'the driver'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

the EQUALITY ACT 2010 prevails in these matters about the disabled parking spaces and the PPC may not have anything to do with it, apart from trying to enforce the parking rules
so as mentioned above, complain to the CEO etc and quote the government guidelines on hospital parking , plus the EA2010
also complain to your soon to be MP as well (or candidate)
