PCN Overstaying in Private Car Park

                    Hi  I have received a PCN dated 12/5/17  for overstaying a 45 minute period by 13 minutes which amounts to £100 or if I pay up in 14 days I only have to pay £60. I went with my husband who needed dental treatment. The time we entered the car park was recorded on a camera 12.17 pm (which I know is correct because the appointment was made for 12.20 pm) & we had less than 3 minutes to get there. I have a disability (blue badge) & my husband had to walk ahead because I have breathing difficulties (COPD) we didn't have time to read the signage which states clearly that we are bound by their terms & conditions for using this car park. I am disputing the time we returned as they claim was 1.15 pm + 33 seconds, the photographs they produced does not have either entry or exit times stamped on them, however I do have my husbands credit card receipt for the treatment on the 8/5/17 time 12.42 pm. I've checked the operator out NPS Northern Parking Services who are a BPA member. Does anyone have any similar experience & can offer any advice please. thanks.

            seems to me that clause #13 of the BPA CoP covers this event (GRACE PERIODS) , as time on site is not parking time
so use the blue text appeal from the NEWBIES sticky thread and also complain to the "dentist" practice manager and insist on a cancellation
do not give away the drivers details to anyone at all

I cant complain to the dentist practice manager & insist on a cancellation as I've had & paid for the treatment on the 8th May0 - 
            If you/your husband is under the care of the dental practice, you must complain to them and ask them to get this stress and strain removed from your lives.
