Best card to use in USA?

I am going away next week so cant sign up to a new card but I have:

Capital one card 0.5% cashback
Amex card 1% cashback

Which one will give me the best exchange rate and no charges?

You would be best to check your agreements to confirm the rates, but I am of the belief that both cards charge non-sterling transaction fees.

The Amex card I believe charges a fee of 2.99% and the Capital One card a fee of 2.75%.

You might have time to order a Revolut (prepaid) card (if you are going away towards the end of next week), as they normally arrive quite quickly.

Best to use the Amex where possible for the higher cashback and the Capital One where the Amex is not accepted.
Do Capital One actually have a UK issued cashback card?

Your cards' cashback is dwarfed by their non-sterling fees.

To avoid all fees and get the straight MasterCard exchange rate, sign up for Monzo via the MSE link, load £100 and the card will arrive in a day or two:

Revolut is also a good option, if the card (£5) arrives in time.
