New VED £40k Threshold

Does anyone know whether the new UK VED £40,000 threshold applies to the list price of a new car (+ options) or the ROTR price?

As far as I was aware, the ROTR price includes (among other things) the first year's tax payment, so it would seem weird to me if you were taxed based on the price+tax...

So (hypothetically for the sake of an example) say I order a new car that comes to £39,400 Retail and £40,600 ROTR - is that in the higher VED threshold or just below the threshold?

    It is the manufacturers list price of the vehicle, before OTR charges.

    Amazing, as we usually pay tax upon tax upon tax.......
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    Like fuel duty ... price at pump = price of fuel + fuel duty + (VAT x (price of fuel + fuel duty))

    Hence paying tax (VAT) on tax (fuel duty). :mad:
