Indigo Railway PCNs appeal- wish to confirm action planned

Hello,
I have read the newbie stickies and would like to confirm planned actions/timeline is correct as I am late to the process.
- 2 x PCNs (window) by Indigo at Maidstone East for parking in unathorised area (vehicle had paid parking): Feb 8 & Mar 8, 2017
- No information since then (realised after reading newbie thread I should have appealed day 25
- May 22, two letters from PPN Debt Recovery Prosecution - Liability for this Parking Penalty Notices lies with the Vehicle' owner. Information obtained from DVLA. Contravention of Railway Bye Law 14
Assume this is equiv. to NTK but not from Indigo but debt collection. Have also read threads on current situation with Rail byelaws and the 6mths for Train Operator action.
Planned action - is this correct?
1. Copy Blue Stickie (as BPA member) - shall I change text to: As you have obtained registered keeper's data from the DVLA, if this is proven to be obtain without reasonable cause....
2. Email and post (with receipt of postage obtained) to Indigo (online appeal closed, sends you to Debt collector, emailing says same, but will still send to Indigo anyway)
3. Wait for response - POPLA code or otherwise
4. Action POPLA appeal if code provided
5. Keep waiting until 6 months - slow communication -

    Send the BPA template to Indigo by whatever means the NTK tells you. Treat the first letter you received as the NTK. If the online system won't let you, then send first class from a Post Office counter and get a free proof of posting.

    Thank the scammers for pointing out that the owner is liable and not the keeper (or driver.)
    Also thank them for pointing out that byelaws apply and therefore the car park is not relevant land as defined in the POFA 2012 so there is no keeper liability.

    Please therefore either, pursue the owner, who you are not going to name, cancel, or provide a PoPLA code.
