Best laptop for £300-£400 advice please?

Hi need some help from the MSE computer experts please. Want to buy a laptop for my parents, would prefer windows (or maybe one of those ones with windows and android...do they still make these?)
Preferably keyboard and touchscreen
They like having multiple windows open (so i guess more RAM the better?)
SSD? I would like the thing to be quick, not sure how important it is to have SSD over normal HDD though?
Capable of streaming youtube, videos, etc etc
Just want something quick, that can handle multiple tabs and wont grind to a hault eventually. Any advice on which i should go for please?

Can you give a bit more detail on user requirements,
Screen size vs Weight, do they want ultralite, personally if I was them I might grab a 17" screen so I could have a more screen estate.
Would they consider 2nd hand, because you get a lot more bang for your buck, for example this beast was £150 with discount, it had 8gb ram, decent enough core i5 and and small but adequate SSD

Touchscreen adds to the cost, do they think they will really use it.
Do they want to consider a 2 in 1?
I would look at Dell Outlet, for recon machines (maybe just sent out without PSU and returned) note prices are ex vat but they usually have a code on front page of site for between 10% and 20%, you can then get an idea of some of their models,

You know after reading your questions i had a re-think and thought maybe spending £400 is overkill for them. Especially after seeing your link to that £150 laptop (its a shame its out of stock!)
Bigger screen is preferable. I went around pc world and tesco today and all the ones i liked in terms of size were 15.6 inch
Maybe touch screen isnt needed after thinking about it
Not sure about 2 in 1, as dont most of those only have android or windows app based systems? (i had a play with a HP in store and it seemed to use apps rather than behave like a pc...maybe this is just how windows 10 looks now?) I wanted their's to have the full PC version of windows. I also already have a tablet but im not sure its for them, they had a laptop before (acer aspire which broke) and they used it plenty but they never pick up my tablet.
What is decent for £150-£300 for surfing, multiple windows open and streaming stuff........are any of the intel celerons good?0 -

If they want multiple tabs and streaming then a refurb may be better, touchscreens are also no good in my opinion. Most people want touch because they can't work with a touchpad, answer turn it off and use a mouse, but hey I am old and have kludgy wrists/arms.For 300-400, oops you have now changed to 150-300 an i3 will work better.

Best upgrade to my PC I've ever made
If you've been thinking about getting an SSD, don't wait as long as I did - you won't regret the purchase and you'll be a convert for life after you've seen the improvements it makes. I would say it is the single best upgrade I've ever made to a PC. With the cost to capacity ratio being so much higher than a normal HDD though, you may want to consider doing what I've done and just start off with one for your OS and a few programs.
