BT access

I have decided to change broadband supplier from Virgin to BT. On the face of it everything OK - except it isn't. When the BT engineer came to check everything out, he decided that the line running from the nearest telegraph post to my house, was in need of replacement. Since the post/line was installed on a boundary hedge of a neighbour, a new A class road was built behind. The only other access is through said neighbours house. BT are now saying it is MY responsibility to arrange access through my neighbours house, at a time convenient to them. Surely that is not correct. Why should I have to approach a neighbour I only know by sight, to tell her she needs to stay home from work, for a BT engineer to access their property. Several calls to various departments have led to stalemate.
