G24 Ltd Unauthorised Parking

Hi all,
I have extensively read through many of the threads to see if any apply to my situation directly, however, I have a PCN from G24 Ltd Unauthorised Parking rather than overstay. I also do not know who owns the land as it is a retail park of many stores. I do not have a store receipt as I was returning a product and did not keep the original receipt (I think the store kept it or I binned it). My car is hired and I received the PCN through the post. G24 Ltd do not seem to have an online appeal process - in writing only. I was not the driver at the time. The driver waited in the car with the car running - you can see the brake lights are on in the photographs!
Notification from my hire company...
Please find attached a copy of a parking charge notice we have received in relation to your vehicle, we have made representation to the Parking Operator advising them that the vehicle is in your possession.
The purpose of this letter is to give you advance notice that we have made a representation to the Parking Operator thus allowing you time to review the details. The Parking Operator should now re-issue the parking charge notice to you for payment or appeal.
Should you have any queries please do not hesitate to contact a member of our team, who will be happy to help with any questions you may have.
Yours faithfully Maintenance
Original PCN from G24...
On 11 Mar 2017 you were the hirer of vehicle registration: make: SEAT LEON FR
TECHNOLOGY TDI colour: !AVER which was parked on-private property at: Borough 0.7.-ade Chippenham, Wiltshire, SN15 3WL Your hire agreement has been supplied to us by the registered keeper, which acknowledges your responsibility for any parking charges that may be incurred with respect to the vehicle whilst it is hired to the hirer.
By entering and parking the vehicle on our client's private property the driver agreed, with G24 Limited ('the Creditor'), to be bound by the terms and conditions of parking shown below. These terms were clearly displayed at the entrance to, and in prominent places within, the car park. In accordance with the agreement, by leaving the hire vehicle in the car park in breach of the terms and conditions of parking, the driver is required to pay the sum of £100.00 within 28 days of the date of this notice.
Term breached: Unauthorised Parking at Borough Parade, Chippenham, Wiltshire, SN15 3WL. Term applicable: That a sum ("the Parking Charge") of 1100.00 is payable.
To date, the Parking Charge has not been paid in fulL If the Parking Charge is paid within 14 days of the date of this notice, it will be reduced to £60.00. If no payment is received within 28 days, G24 Ltd will forward the outstanding debt to a debt recovery agency, at which point the driver may incur additional costs for late payment.
YOUR ARE NOW INVITED TO
a) Pay the unpaid Parking Charge.
Please be warned: that if, after the period of 28 days beginning with the day after that on which the Notice is given (i) the amount of the unpaid Parking Charge specified in this Notice has not been paid in full, you may incur further charges.
Please see the reverse of this notice for further information on how to pay / how to make a representation against the Parking Charge.
Having read some earlier posts I ignored the PCN and now have the final notice...
On 29 March 2017 a Contractual Parking Charge Notice was issued to you, because you were the hirer of the vehicle registration: make: SEAT LEON FR
TECHNOLOGY TDI colour: SILVER which was parked in breach of the terms and conditions on 11 March 2017.
Term breached: Unauthorised Parking at Borough Parade, Chippenham, Wiltshire, SN15 3WL.
Term applicable: That a sum ("the Parking Charge') of L100.00 is payable.
Signs at the entrance to the car park, and in other places around the site, set out the terms and conditions on which parking is permitted. Drivers who breach the permitted parking terms and conditions are liable to pay a charge, according to the list of tariffs displayed in the car park.
A discounted charge of £60.00 was offered if the Parking Charge was paid within 14 days of issue. As the Parking Charge remains outstanding, the full value of £100.00 is now due and owing.
Information on how to pay the Parking Charge is shown overleaf. If, after 28 days, the Parking Charge is not paid we will take further steps to recover the amount owed by forwarding the outstanding amount to a debt recovery agency. Additional charges may arise if we have to do so.
Any advice on how to proceed or exactly which template applies to me would be most gratefully received!

this the place? http://www.boroughparade.co.uk/commercial-opportunities/
you should edit out some of the information in your post such as dates and any thing that could give a clue as to who was driving, this is an open forum and can be viewed by anyone so it may be a case of closing the door after the horse has bolted.
what parking company was /is this?
Also before you go off sending stuff to any management /complaint post it on here first for fine tuning, plus checking in case you drop yourself in it.From the Plain Language Commission:

How many newbies do we see saying that about a named retail park, when sitting at a laptop with t'internet engaged!
So easy to Google any retail park...always complain.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Why didn't you appeal this when you got the notice to hirer? The advice to ignore has not been given on this site since the law changed in 2012.
All you can do now is ask for a landowner/retailer cancellation, and/or send in a late appeal that will be rejected, or ignore anything and everything you get from now on for six years except real court papers.I married my cousin.
