UKPC - did not deliver rejection notice, passes the case to debt recovery

I read a lot of posts here today regarding the parking tickets but have not come across the situation I am in. Unfortunately, it is only now, after ~80 days since the PCN issuance, when I come across all the useful information here.
I am the registered keeper of the car which my wife used on 27th of February and got a PCN from UKPC (leaving the car partially in the motorists’ bay). Regardless if the PCN was justified or not, she made an appeal using the UKPC website, which now I know, was a mistake as we gave up the driver’s details (my wife). Fast-forward to 20th of May, which is 82 days after the PCN’s issue date and my wife receives the letter from the Debt Recovery Agency to pay now £160 instead of the initial 80£. I advised my wife to contact UKPC and ask why they haven’t sent any reply to the appeal she made. Turns out that the phone number to UKPC and the Debt Agency is the same so my wife ends talking with the latter one (mistake #2, I know…). The lady claims they sent both an e-mail to my wife (never received it, spam folder being check regularly) and the official rejection of the appeal by post as well – neither this hasn’t been delivered to our mailbox. Generously, my wife was offered to pay only £130 if the payment is made today. She hanged up and got really upset as this seems unfair that she hasn’t received the rejection or any other communication, whatsoever. Consequently, we do not have the POPLA reference.
I know that mistakes have been made (giving up the driver’s details) and that UKPC is due for a winding-up petition by HMRC, but what are my options now? What would you suggest to do?

Thanks for your reply, I am familiar with this post and the #1 rule it tells - ignore the Debt Collectors. However my concern is that the PPC did not deliver any comms regarding the appeal we made. Can I just deny any liability? Most probably I will follow the hints outlined in #5 post in the newbies thread.0 -
Quick update how this issue was resolved. Eventually, we have received an official reply to an appeal we made and paid the original charge of £60, despite UKPC demanding £100+. That was about 3 months ago and they are probably satisfied with the money they got.0

Involved High Court Bailiffs turning up to someone's house to recover money owed for PCNs which the person decided not to pay because of "advice" they'd been given on boards such as this that they weren't enforceable. It seems that at least two judges disagreed. What had started out as something not too significant was over £1500 by the time they turned up.This is a system account and does not represent a real person. Involved High Court Bailiffs turning up to someone's house to recover money owed for PCNs which the person decided not to pay because of "advice" they'd been given on boards such as this that they weren't enforceable. It seems that at least two judges disagreed. What had started out as something not too significant was over £1500 by the time they turned up.
Yes I watch that and it's amusing
Doubt it was this forum that gave bad advice but there
are many internet sites including facebook that do give
bad advice and worst of all it is their friends who give
such bad advice as we have seen many times on here.
There will always be people who do not do their homework

So this was presumably multiple invoices and a combined default with with all sorts of invalid costs added?
They are right though; ignoring is bad advice.0
