You could always start erecting your own fence on the other side of the wall and see where that goes.....0

As G_M says, talk to them. Don't send passive aggressive notes that might cause you bigger problems. Knock the door, explain you've noticed the fence has been built on your land (if you are sure it is on your land) and ask what can be done about it. Get their point of view before you go looking for further action (which might indeed be required if they don't relent).0
