Euro Car Parks - Gatwick North Shell Petrol Staion

Hi,
I've read the newbies thread but unfortunately I haven't been able to decipher what exactly is specific to my case so would appreciate your help.
I've received a Parking Charge Notice (PCN) from Euro Car Parks dated 17/05 with an issue date of 10/05 stating I overstated at Shell Petrol station 22 minutes beyond the restriction. (23:25-00:07) and I think ive been a 'victim' of this 'double-dip' issue.
The car is registered to my OH but I was using it to pick her up from the airport.
On the night, I pulled into Shell and attempted to use the machine to inflate the tyres, somebody was parked in the bay but was not present, so I used the cash point to get a drink and change for the air machine (which shows on my banking app marked at 23:26) but the other car driver did not return. Eventually (not even 5 minutes as the actual car park was closed so space was limited) I left as I was expecting to pick up the OH very shortly. I then received a message stating the plane was delayed landing and typically nobody was around to connect the stairs to the plane so I returned to Shell and inflated my tyres, I went back into the shop for a snack (paid cash, no receipt) and went back to my car, moved it into one of the four bays at the side of the store and parked. I was actually very conscious of the large 20 minute sign in front of the space and tried to leave a couple of minutes before as I was blocked in by another driver who had put his seat down and gone to sleep. Managed to awake the driver and leave, to which I am confident was in less than 20 minutes and certainly less than the 42 quoted in the letter.
Sorry for the essay above, but could you please advise on how I should handle this? I've found the details for the operator of the shell garage (which is unfortunately Shell itself rather than a franchisee) so didn't know whether I should also CC them for the effect of showing the impact this has on their customers.
Thanks,

the circumstances are irrelevant so do not focus upon them
you have an invoice for a perceived contravention of the parking rules there , there would be a grace period of 10 minutes
follow the BPA advice in the NEWBIES sticky thread , which applies no matter what happened
if it is a double dip , add wording to that effect without naming and shaming the driver, so word it properly , no I PARKED , I LEFT etc , its about what the driver may have done , so assume I was driving and you are telling the "story"0 -

Thanks for this.
Who would you suggest I sign the letter off from? My OH to who the original letter was addressed?0 -
It needs to be submitted in the name of the person to whom the NtK was issued (the keeper). Someone else can do all the work on it, but it must be dealt with in the keeper's name. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

The NEWBIES thread explains all, including who appeals, how, and when.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
