It is not a fine.
Your appeal must have been very poor as forum assisted appeals hardly ever lose at PoPLA.
What is the name of the parking company please?
What was the date of the alleged event?
Did you appeal a windscreen ticket or a NTK through the post? Did you appeal as driver or keeper? Hopefully it was the latter.
Where did the alleged event occur, and in which country?
A PoPLA decision is not binding on the motorist.
Have you read the Sticky thread for NEWBIES yet?
Debt collectors can safely be ignored. The NEWBIES explains why it is safe to do so.

Hi
Thanks for your appeal I didn't lost l didn't understand the process l thou POPLA would contact me but when l when back on the site it said expired and tried to contact them but they told me as it has expired there is noting they can do so that was my fault for not understanding the appeal process was thru the post and l was the keeper they sent proof of a phone photo and was only parked for less then 2mins0 -
You either now go into ignore mode unless you get real court papers, or you make a late appeal quoting the requirements of the Alternative Dispute Regulations Act 2015 that states ADR must be available for not less than twelve months.
Doing the latter might help you should this get to court as it will show that the unregulated parking industry ignores the will of parliament.

Since you gave away the driver's identity you have lost a valuable appeal point. The date of the NTK is therefore not really important.
Having already appealed to the PPC, you should then make a second stage appeal to PoPLA using the PoPLA code given to you in the rejection letter from the PPC. These codes are valid for about 30 days, although they say 28.
If the PoPLA code has expired, add at the beginning that the ADR Act 2015 states that the UK Gov requires PoPLA allow appeals for up to a year, and you expect them to abide by the will of parliament.
They will still probably reject it, but it will help your case if it got to court.
Alternatively, ignore everything you get from now on for the next six years except real court papers.
