Notice to Keeper

Hi,

I've read through the newby thread but still confused!

I received a windscreen PCN back in March and sent an appeal to PCN (NW) Ltd and it was rejected.

I have since not received a notice to keeper as yet but there's been letters from debt collectors and a solicitors letter. Is this normal?

Also i wanted to know:

What happens if you've since changed the registration plate to a different one?

What if the appeal address used is a neighbors or friends address? Is the Notice to keeper letter required to be sent to where the car is registered or can it be sent to the address used on the appeal form?

Hope someone can help!

    How do they know where to send it? DVLA have the registered keeper's addy but I doubt they'd know to send it to an alternative address.
    You say the appeal was rejected, so don't you have to pay the fine once the appeal decision has been made, or withing 28 days?

    No, what makes you say that anyone *has to pay* a private parking ticket scam? And why call it a fine? It is no such thing.

    Yes, ignore those letters. Just don't ignore a court claim, these are defendable.

    No different. The charge is still one they can/will pursue against the registered keeper of the plate as it was registered at the material time.

    Sounds to me that you will not get a NTK and as such, you can't be held liable as keeper, as long as the driver wasn't identified.

    So are PCN NW Ltd required to send the notice to keeper to the registered address?

    incident was early march and appealed to PCN NW Ltd and got rejected but didn't pay anything.

    There's since been letters to the address i put on the appeal letter from Debt collectors and a solicitor but there has been no notice to keeper letter sent to any address.

    just wondering if this is normal and when they need to send the letter.

    Also if the plate number changes... does it make it harder for them to pursue?

    Why would they not issue a NTK?

    Also is there a time limit on the NTK?
