S.O. living in car outside house since Nov!

Seems this maybe the best place to put it. The car is a few doors down from me. It looks like the guy is working nights and sleeps mainly during day. However there is a possiblity that 2 people are sleeping in the vehicle at different times. The house next door to me is empty and has been for some time and i would have no objection if the car was moved there as it has made the other residents whose house it is parked outside quite exasperated.
Crux of matter is road tax is up on 31st may and if nothing happens by then it will be towed away.

Question Should the residents just see what happens on June 1st then inform the Police.

2 Leave a note saying that the occupant will be getting towed away if road tax is not paid,- thereby giving someone the chance to take remedial action.

3 if road tax is paid, is it worth trying to reason with the occupant to tow him either outside an empty house or possibly an off road spot?

4 anything else? .Atm no law is being broken and the police altho know about situation cannot do anything.

Car probably will have flat battery by now. If occupant is working then they should have saved enough now for deposit and rent . Plus also they at least could have shufted it around in an effort not to draw attention or inconvience anyone else. Plus now drunks in hostel opposite know about it and started on Sunday afternoon hassling the occupant who maybe of East European extraction.

    Untaxed vehicles are a matter for the DVLA and if reported, you would be wise not to hold your breath waiting for them to take action.

    As property prices continue to rise out of peoples reach I can see this becoming more common - better than sleeping in a shop doorway I guess.

    all that has been checked and besides it is not illegal to have a car stationary on a public road without insurance! this is incorrect and i apologise to all those i have offended including the Vikings and especially to Leif Erikson who really did discover the New World.     As a wise man once said, it's been some years since the law on Continuous Insurance Enforcement (CIE) came into force, which makes it illegal to own a car not declared as off the road without it being insured.

    i must admit that i got that information from another neighbour who actually stopped a policeman and asked him. He does not now know that he was given the wrong info,now today he has told me that he has bought some and can legally drive!
