I have also enquired with the council as to why the road is unadopted after such a long period of time.
The usual reasons are either the developer didn't want the council to adopt (to justify nice fat management fees) or else the construction of the road doesn't meet the council's requirements either intentionally (to save money) or through poor construction. To protect the public purse the council wouldn't normally adopt until the road complied with all its requirements.
Some roads will never be adopted - there is no legal requirement for them to be and they could continue on as private streets for ever more (unless legislation changes!)
In some circumstances residents on an unadopted road could require the council to adopt it, but this would usually involve the residents paying out very large amounts of money to bring the road up to the correct standard and it is usually cheaper for them to just pay the occasional maintenance cost directly."In the future, everyone will be rich for 15 minutes"0
