Parking fines for stolen motorbike

Earlier this year, the police knocked on my door early one Saturday morning to tell me that my motorbike had been stolen and found 40 mins away on the side of a main road. It was still on my road on the Friday night when I went to bed. They gave me the bikes location and then just left.
When I got there it was too damaged to move, and so I had no choice but to leave it at the side of the road. I phoned 5 (five!) different vehicle transport companies and none of them were able to move the bike. Eventually I just signed over the logbook to a friend from work and he picked it up with a van and took it home.
A while later suddenly I had 3 parking tickets come through my door, for £130 each. Luckily I had pictures of the damaged bike and sent them with an appeal stating that the bike was stolen at the time, and explained that I couldn't move it.
Now they've completely ignored how unique this case is and gave a stupid reply saying:
"In order for us to investigate the matter further, please forward a copy of your V5 vehicle registration documents and proof that another enforcement agency has already confirmed that he vehicle is cloned, details that the matter has been reported to the police, including a crime reference number and police station details, or alternatively an affidavit from a witness confirming that the vehicle in the image could not have been yours are all acceptable forms of proof. Please forward this information within 14 days of the date of this letter. Failure to do so will result in us continuing enforcement of the penalty charge."

If these PCNs are from the Council (not the Police) then you need to post on this pepipoo board:

The fact your vehicle was stolen should be a case of the PCNs being cancelled, but they appear to have misunderstood your appeal and assumed you were saying the vehicle was cloned. Put them right and send the Council proof of the fact the vehicle was stolen (Police crime/incident number).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
