    That's one application of the term, yes - the LGPS has another. I think we're agreed it's best not to conflate them...?
    Look, you may argue as much as you like, and it is not going to change the fact that the situation that I have described is exactly the terms of the local gov't pension schemes that I am involved in the management of. They are not "owned" by individual authorities, and no amount of you saying that they are will make it the case. I am not therefore going to argue the matter over and over. You think what you want about that. Your opinion of me is also irrelevant. And I am not going to change my mind over what I know to be the case with local authority pensions schemes that I am involved with because you choose to insult me. And does not change the fact that the OP had not asked about pension rights. I am not going to say that there are not schemes that are individually owned by authorities in the country, because I do not know every single scheme as it is individually run. I will only comment on those that I know.
