Local Council PCN

Today I received a Removal of Goods Notice for £423.00 for an unpaid parking fine on 3.09.2016.
I have never had in my possession a PCN for that date nor have I received any paperwork from the Council re this PCN.
The company is Newlyn PLC. I rang them and told them they cannot clamp my car as it belongs to Mobility Scheme. I have DLA high rate daily living and mobility and ESA Support Group.
Payment was demanded, I was told I have no right to appeal and I only have £20 in my account plus £1.59 in savings account.
I am totally distraught - what can I do?

We deal here with private parking tickets, rather than those issued by councils. However I think you really need help in dealing with bailiffs.
You will be best served in dealing with bailiffs by making contact with 'Bailiff Advice Online'. Sheila, who provides this excellent service, has an extremely good reputation for assisting people with bailiff issues.
