Neighbour feeding noisy birds

It's definitely (mostly) starlings.
I'm not a bird-hater, by the way! I live in a neighbourhood with lots of large trees and the singing of birds is always in the background. After several years I've got used to it and it doesn't register. When I speak with people on phone calls or video calls, or when people come around they marvel at the beautiful sounds, so please don't misunderstand me. It's a pleasant background noise that destresses me when I work from home as long as it's not too intrusive.
The sounds I heard a day ago woke me up at dawn and were unlike anything I've heard before. There were literally tens of dozens of birds swirling around the neighbour's house and my house, with around 20-30 perched on my garden fence taking turns to grab food and feed their young. I was unable to open windows during the day so the house became very hot. The dropped bird food attracted dozens of pigeons who were camped in my garden and my neighbour's garden.
We sometimes get rats and the amount of food being dropped into the garden may bring the rats back.
Then there's the mess. It wasn't pleasant cleaning my patio and fence!
It's MUCH quieter today, thankfully. I hope this was just a one-off.Everyone is entitled to my opinion!0
