I think Mrs May needs to clarify how the Winter fuel allowance will be allocated before we go to vote on 8 June. If she does not then there is a good chance she will not get the majority she was hoping for.0

On the Andrew Marr show they said that only those who need it will get it. They also said that pension poverty was down from 40% in the 1960's to 14% today. I would expect the starting point for their working group to decide where to cut the benefit, would start around the pension poverty line. After so many PIP decisions have been overturned on appeal, I don't hold much hope for the UK government to make a robust decision on who actually needs it.
All poverty calculations are relative and as the other conservative policies and brexit could slow our economy even further, it will pull even more people out of "poverty" and allow their fuel payments to be stopped even if they have less money in real terms. I believe the government will want that kind of security, so that they aren't forced to pay fuel payments if they can't afford to. Don't forget you also need to factor in the cost of evaluating whether people are entitled to it. Which with the way these things seem to work, will be more than they save by not paying it out. They probably hope that people will be too old to figure out how to claim for it online.
