HMRC Payable Order Sent to The bank

Hi on the 3/05/2017 a payment was issued via a Payable or order to bank.
I recieved a letter stating within 14 Days from the 3/5/2017 the cheque will be sent.
It is now the 17/05/2017 and my account still does not show the amount owed.
When calling hmrc they tell me although it states 14 days on the letter it can take upto 3 weeks from the 03/05/2017
Please can someone tell me if they are facing the same problem or if you already have faced it how long does it actually take?
