Car Insurance question SP30

Hi all,
Picked up a new car on Friday that had a weeks free insurance on it before switching details on my own insurance policy. Got done with an SP30 on Sunday morning, totally hold my hands up to being over limit and it won't happen again, however wondering if I have to declare this when switching my details over as I haven't actually received the fixed penalty notice? Or say the SP30 was by speed camera and you were flashed but not sure if you would receive it before calling if you know what I mean? I think I know the answer and I probably will declare but looking for assistance as I don't want a hike in premiums
