Completion certificate

We have moved into a new build, we have done the flooring, kitchen and decorating. This was part of the deal from plan when we discussed it with the builder. Now the builders are saying we are responsible for the Completion Certificate. Has anyone been involved with anything like this as it seems ridiculous because we haven't done any of the things covered by the Completion Certificate.

How did you end up moving into a property without a completion certificate? Surely this was picked up by solicitors and brought to your attention?0

Who was inspecting the property? The local authority or a separate firm?
You're absolutely right that none of things is covered by the completion certificate. They need to finish the job! I presume this is a small builder? No major developer would allow you to buy a house with no kitchen.
I too am confused at why your solicitor would blindly allow you to purchase without the certificate, even if you bought in cash.Everything that is supposed to be in heaven is already here on earth.
