If you are changing the cooker to electric, remember that you will need to get a 'proper gas engineer' to 'cap off' the gas.

Consider that it may be cheaper to carry on with gas especially if you can get one of the above mentioned contracts. :)

I cook equally in on my hob and oven.

The price difference in the kWh rate is a lot .... its over 12p for electric and almost 3p for gas

I am still wondering if I would be best getting another gas cooker.

Have you considered an induction hob? They've come down in price a lot lately and although they require ferrous metal pans, they are so much more efficient than a conventional electric hob.

I will look into the no standing charge company also.

    Thanks ever so much

So you've answered you own question. Electricity costs 4 times as much as gas. However an electric cooker is more efficient, but even allowing for that, gas is still much cheaper.
As advised, just switch to an NSC tariff and replace your gas cooker.
The biggest saving you could make is to switch your heating and hot water to gas (since this accounts for the vast majority of your total energy use), but obviously as a tenant you are not able to do that unless your LL is prepared to finance it.
No free lunch, and no free laptop ;)
