NTK time limit

Hi
i recieved a NTK issued 5/5/17 and the contravention date is 29/04/2017. i've read that they can't issue this until 28 days after the contravention date. i may have read wrong or misunderstood the information. Also the time on the PCN is 14:44 the time on the NTK is 14:43, should the time be the same on both the PCN and NTK. This is the first time i've encountered this, the vehicle did actually have a pay and display ticket but was allegedly in the wrong bay, i just want to have as much ground to appeal on as possible.
also its from vehicle control services limited if that helps

only true if a windscreen notice was issued , which is unlikely
in which case to comply with POFA2012 the NTK should be issued within 14 days for ANPR events, hence its prompt arrival if it was ANPR
read and follow the IPC advice in the NEWBIES sticky thread
do not reveal who was driving
if there was a windscreen ticket then they cannot apply until day 29 or later for KEEPER details
if this is the case , email david dunford at the DVLA and complain about them breaking their KADOE agreement etc0 -

was the ticket a small thing from "myparkingcharge" or something like that? inviting you to go to a website? , if not follow above advice as they should not have accessed data untill day 28+1Save a Rachael

The DVLA have said that this does not constitute a NTD so ANPR/camera rules apply which means the NTK must arrive by day 14, the date of the alleged event being day zero.
