Rather than speculating, you need to get everyone together and find out what their views actually are.
Tea and cake. (better still in this case: beer wine and cheese)
Avoid legal advice, legal action, arbitration etc at all costs if you possibly can.
I'd suggest
* some effort in getting everyone together on an agreed evening to discuss road maintenance. Not easy I know, and with groups like this there's a tenandancy for one person to have to take on the responsibility (often at some considerable expense of time, stress and increasing resentment)!
* a few days before said meeting, circulate to each house:
- an agenda
- 2 or 3 quotes for the total cost of work
- copies of the Deeds & Plans
-2 or 3 alternative approaches for dividing the costs, for discussion
At the meeting, I'd also suggest you have to hand some idea of what the legal approach would cost, to encourage people o try seriously to reach agreement.
