Help with HMRC tax clearance certificate - Probate

Hoping someone will be able to offer advice.
A family friend died back in 2015. I have been helping his sister with organising his estate affairs etc. A law firm was assigned but they have been very slow in responding and clearing items.
Nearly 3 years later, she is still waiting for the estate funds to be transferred to her. The solicitor has confirmed that everything is in order but HMRC have been slow to issue a tax clearance certificate. HMRC won't speak to me about the case and won't give hypothetic input about delays with issuing certificates etc. She is very elderly and doesn't want to "cause trouble" by chasing HMRC or the solicitor.
Can anyone comment on whether this sounds right? I know the estate had some small issues which took a year to clear, but this latest delay doesn't seem right. I have asked the solicitor to confirm interest is being earned but they have been vague with their response.

HMRC can be slow but not 3 years slow, so this is mainly down to the the solicitors dragging their feet.0
